I would like to clarify here that there is not a definite answer to that question. However, I understand that various meditation groups such as Discord and PFC China are saying this decree together before each Multidimensional Portal Meditation, which should take a few minutes to do so. If it is not possible to say it out loud due to restrictions of the place you are going to do the meditation, it would also be helpful to read the decree in mind before the meditation.
